Instructions

  1. Prepare the Dough: In a large mixing bowl, combine the flour and salt. Cut in the chilled butter until the mixture resembles coarse crumbs. In a small bowl, beat the egg, then add the cold water and vinegar. Pour the egg mixture into the flour mixture and stir until just combined. Form the dough into a ball, wrap it in plastic wrap, and refrigerate for at least 1 hour.

  2. Make the Filling: In a skillet over medium heat, cook the ground beef until browned. Add the chopped onion, red bell pepper, and garlic, cooking until the vegetables are softened. Stir in the olives, raisins (if using), tomato paste, cumin, smoked paprika, black pepper, and salt. Pour in the beef broth and let the mixture simmer until thickened, about 5-7 minutes.
