Instructions:

1. Preheat the oven to 350°F (175°C).

2. Grease the 8×8 in baking pan and set aside.

3. In a mixing bowl, whisk together the flour, baking powder, baking soda, salt, and cinnamon.

4. In another mixing bowl using an electric mixer, beat the sugar, brown sugar, and eggs until light and fluffy.

5. Gradually add the oil and vanilla extract, mixing well.

6. Gently fold in the grated carrots using a spatula, and if desired, add the walnuts and raisins.

7. Pour the batter into the prepared 8×8 in baking pan.

8. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

9. Let the cake cool in the pan for 10 minutes, then transfer to a cooling rack to cool completely.

10. For the frosting, in a mixing bowl, beat the cream cheese and butter until smooth.

11. Gradually add the powdered sugar and vanilla extract, beating until creamy.

12. Once the cake is cool, spread the frosting evenly over the top with a spatula.
